NOTICE OF PROPOSED LAND USE CODE TEXT AMENDMENT AND CITY COUNCIL PUBLIC HEARING The Department of Planning and Development (DPD) is proposing amendments to the Land Use Code (Seattle Municipal Code, Title 23) to establish a Living Building Pilot Program. The purpose of the pilot program is to encourage new development meeting the International Living Building Institute’s Living Building Challenge. Enrollment in the program would be limited to twelve development projects over a period of 3 years. Project would be accepted on a first-come, first-serve basis with submission of a plan demonstrating how they propose to meet the requirements of the Living Building Challenge. Projects accepted into the Pilot Program would be subject to design review by the City’s Design Review Board. An expanded range of departures from Code provisions would be available through design review including: limited departures for permitted accessory uses, height, and floor area ratio (FAR).
PUBLIC HEARING The City Council’s Planning, Land Use, and Neighborhoods Committee will hold a public hearing to take comments on the proposal at their meeting on December 3, 2009, which starts at 2:00 p.m. The hearing will be held in: Council Chamber, 2nd floor Seattle City Hall 600 Fourth Avenue. The entrances to City Hall are located on the west side of Fifth Avenue, and the east side of Fourth Avenue, between James and Cherry Streets. For those who wish to testify, a sign-up sheet will be available outside the Council Chamber one-half hour before the public hearing.
